The Strategic Health Purchasing Progress Tracking Toolkit is a comprehensive resource designed to guide users in applying SPARC’s Strategic Health Purchasing Progress Tracking Framework. It provides step-by-step instructions for conducting system-wide assessments of health purchasing, identifying actionable entry points, and establishing foundational steps to adopt more strategic approaches. Drawing from experiences in over 20 countries across Africa and Southeast Asia, the toolkit bridges the gap between conceptual frameworks and practical applications, offering detailed insights for policymakers and technical teams working to improve purchasing systems.

 

This toolkit was created to make the Framework widely accessible. It fosters a shared understanding of health purchasing schemes while incorporating lessons from country experiences to improve future applications. It supports policymakers and researchers in translating strategic health purchasing concepts into actionable policies by focusing on core functions such as benefits specification, contracting arrangements, provider payment, and performance monitoring. It provides a detailed methodology for assessing purchasing arrangements and identifying factors influencing resource allocation and provider behavior.

 

This open-source toolkit is intended for researchers, academics, policymakers, and technical teams with a foundational understanding of health financing who are interested in applying the Framework to their contexts. It is a valuable resource for those aiming to enhance strategic purchasing in their countries and contribute to the global conversation on health financing reform.
