Boniface leads the team to support governments in implementing reforms on Strategic Health Purchasing (SHP) and its pivots on Primary Health Systems, Public Finance Management (PFM), Universal Health Coverage (UHC), National Health Insurance Schemes, Governance and Leadership. His team currently focuses on 11 priority countries in Africa.

 

Before joining Amref Health Africa in 2023, Boniface served as the Senior Technical Advisor at ThinkWell in Kenya where he supported national and sub-national health systems to implement foundational reforms on Primary Health Care Systems and its interactions with PFM, UHC, National Health Insurance Schemes, and SHP. He was actively engaged in multiple technical working groups both with the Ministry of Health (MoH) and the Council of Governors (CoG) to support policy development, interpretation and implementation of key health financing reforms in the country.

 

Previously, Boniface was a health financing specialist in Kenya, working with organizations including Options Consultancy and PriceWaterhouseCoopers (PwC). He has also worked as a consultant with the World Bank Team to support County Governments in strengthening primary healthcare through planning and budgeting. He has also been involved in implementing successful programs on health financing in Kenya including the Reproductive Output Based Approach (RH-OBA), the program that framed the government of Kenya’s Free Maternity Service/Linda-Mama, Performance Based Financing (PBF) that was combined with a transport subsidy using boda-boda, thus removing the financial and distance barriers to access maternal health services in Bungoma County that contributed to increased skilled birth attendance from 41% to 88% (2015-2019). He has implemented programs supported by the German Development Bank (KfW), the World Bank & the Multi-Donor Trust, USAID, the Foreign Commonwealth Development Organization (FCDO) Bill and Melinda Gates Foundation (BMGF) and the Global Fund. Boniface has an M.P.H. in Health Management from Moi University in Kenya.
