Cette demande a permis au\nSPARC d&#8217;appliquer l&#8217;approche de coaching et de mentorat (<a href=\"https:\/\/medium.com\/@acceleratehss\/whats-the-difference-between-coaching-and-technical-assistance-9fbbcdbe3af2\" target=\"_blank\" rel=\"noreferrer noopener\">coaching and\nmentoring approach<\/a>)&nbsp;qu&#8217;il d\u00e9veloppe conjointement avec le\nCollaboratif Africain pour des Solutions de financement de la sant\u00e9 de l\u2019USAID&nbsp;(<a href=\"https:\/\/translate.googleusercontent.com\/translate_c?anno=2&depth=1&rurl=translate.google.com&sl=auto&sp=nmt4&tl=fr&u=https:\/\/acs.r4d.org\/&xid=17259,15700022,15700186,15700191,15700256,15700259,15700262,15700265&usg=ALkJrhjlYKHzPy2xn5_HMgQiwX5dh64ldQ\" target=\"_blank\" rel=\"noreferrer noopener\">African\nCollaborative for Health Financing Solutions<\/a>) et l\u2019Acc\u00e9l\u00e9rateur du Renforcement des Syst\u00e8mes de Sant\u00e9\nde l&#8217;USAID (<a href=\"https:\/\/translate.googleusercontent.com\/translate_c?anno=2&depth=1&rurl=translate.google.com&sl=auto&sp=nmt4&tl=fr&u=https:\/\/www.r4d.org\/projects\/health-systems-strengthening-accelerator\/&xid=17259,15700022,15700186,15700191,15700256,15700259,15700262,15700265&usg=ALkJrhgxZ8QHDcT5zgnAKHyie1MO8MC3eQ\" target=\"_blank\" rel=\"noreferrer noopener\">Accelerator<\/a>).<\/p>\n\n\n\n<p>Les processus de changement\ndans les pays sont complexes et impliquent l&#8217;engagement de nombreuses parties\nprenantes, la gestion de la dynamique politique entre elles et l&#8217;obtention de\nleur adh\u00e9sion pour initier et soutenir le changement.&nbsp; Lors de la prise de d\u00e9cision critique, un\nmentor peut \u00eatre une caisse de r\u00e9sonance utile pour les partenaires nationaux\net offrir des conseils strat\u00e9giques de haut niveau bas\u00e9s sur des situations\nsimilaires auxquelles il a particip\u00e9. Un mentor est un expert chevronn\u00e9 et\nrespect\u00e9, qui a souvent l&#8217;exp\u00e9rience de la direction d&#8217;institutions et\/ou de la\ngestion du processus de changement.<\/p>\n\n\n\n<p>Au Kenya, Nathaniel Otoo, le directeur ex\u00e9cutif sortant\ndu SPARC, a mis \u00e0 profit sa vaste exp\u00e9rience de Directeur G\u00e9n\u00e9ral de l&#8217;Autorit\u00e9\nNationale de l&#8217;Assurance Maladie au Ghana, en tant que mentor pour l&#8217;engagement\ndu SPARC dans le groupe d&#8217;experts du NHIF (<a href=\"https:\/\/spark.adobe.com\/video\/a7SB8tkWSIrER\" target=\"_blank\" rel=\"noreferrer noopener\">as a mentor for SPARC\u2019s\nengagement with the NHIF Expert Panel<\/a>). Vous trouverez ci-dessous quelques r\u00e9flexions et\nconseils de Nathaniel, tir\u00e9s de son exp\u00e9rience en tant que mentor :<\/p>\n\n\n\n<ul><li><strong>Les processus de\n     changement ne sont pas lin\u00e9aires<\/strong> : Le processus d&#8217;initiation d\u2019un changement au sein du\n     gouvernement est rarement lin\u00e9aire et se conforme rarement \u00e0 des plans de\n     travail de projet soigneusement \u00e9labor\u00e9s. Nathaniel recommande de mettre\n     en place des d\u00e9lais pour les engagements des pays, en particulier ceux qui\n     n\u00e9cessitent des changements complexes entre plusieurs agences,\n     l&#8217;engagement des parties prenantes et\/ou des changements de l\u00e9gislation. <\/li><li><strong>La l\u00e9gitimit\u00e9 est la cl\u00e9<\/strong> : Nathaniel a \u00e9t\u00e9 pr\u00e9sent\u00e9 comme mentor du\n     groupe d&#8217;experts par le secr\u00e9taire du Cabinet, le champion du processus.\n     Cela a l\u00e9gitim\u00e9 sa position et lui a permis d&#8217;aider les pays partenaires.\n     L&#8217;exp\u00e9rience de Nathaniel a \u00e9galement \u00e9t\u00e9 d\u00e9terminante dans sa s\u00e9lection &#8211;\n     il avait le bon profil et l&#8217;exp\u00e9rience d&#8217;un pays au contexte similaire,\n     dot\u00e9 d&#8217;un syst\u00e8me d&#8217;assurance sant\u00e9 tr\u00e8s respect\u00e9. <\/li><li><strong>Un mentor doit se trouver\n     \u00e0 l&#8217;arri\u00e8re-plan et non au premier plan<\/strong> : Nathaniel ne prend pas de d\u00e9cisions, ne\n     donne pas d&#8217;opinions ou de conseils non sollicit\u00e9s, et ne choisit pas de\n     solutions pour les partenaires nationaux. Au contraire, il s&#8217;est engag\u00e9\n     uniquement sur demande, pour fournir des conseils qui conduisent \u00e0 des\n     solutions locales en vue d\u2019une r\u00e9forme pour achats strat\u00e9giques.<\/li><li><strong>Soyez flexible, r\u00e9actif\n     et adaptable<\/strong>:\n     Nathaniel a re\u00e7u diverses demandes en tant que mentor, et il a d\u00fb prioriser sa\n     disponibilit\u00e9 savoir quand il \u00e9tait temps de faire appel \u00e0 une expertise\n     suppl\u00e9mentaire.<\/li><li><strong>Construire un consensus\n     pour parvenir \u00e0 des solutions<\/strong> : Les processus de r\u00e9forme des pays sont complexes et il existe &nbsp;souvent des gagnants et des perdants dans\n     tout changement propos\u00e9. Nathaniel a souvent servi d&#8217;interm\u00e9diaire dans\n     les discussions entre les pays partenaires pour parvenir \u00e0 un consensus et\n     r\u00e9soudre les conflits. Pour ce faire, il devait \u00eatre consid\u00e9r\u00e9 comme un\n     interm\u00e9diaire l\u00e9gitime et rester un arbitre neutre et respect\u00e9 par toutes\n     les parties.<\/li><li><strong>Utiliser des canaux\n     formels et informels<\/strong>: Nathaniel a \u00e9t\u00e9 engag\u00e9 pour soutenir le panel et a assist\u00e9 \u00e0 des\n     r\u00e9unions formelles pour donner des conseils et partager son exp\u00e9rience sur\n     demande. Cependant, des canaux et des engagements informels \u00e9taient\n     souvent utilis\u00e9s pour arbitrer et n\u00e9gocier entre des positions\n     conflictuelles, et pour des s\u00e9ances individuelles afin de discuter des\n     questions confidentielles ou controvers\u00e9es avec les membres du panel. <\/li><li><strong>\u00catre une source\n     d&#8217;information cr\u00e9dible et objective<\/strong>: Il faut savoir tirer parti des principes\n     positifs qui fonctionnent \u00e0 partir d&#8217;exemples internationaux afin de g\u00e9n\u00e9rer\n     des solutions locales, au lieu d&#8217;imiter des \u00abmod\u00e8les\u00bb ou des \u00absyst\u00e8mes\u00bb\n     dans leur ensemble, car certains \u00e9l\u00e9ments peuvent ne pas fonctionner\n     correctement dans le contexte de ce pays.<\/li><li><strong>\u00c9couter<\/strong> : Enfin, et c&#8217;est le plus important,\n     d\u00e9velopper des canaux de communication et mettre en place des points de\n     contr\u00f4le avec le champion et les pays partenaires pour solliciter une\n     r\u00e9troaction objective. De cette fa\u00e7on, vous pourrez \u00e9valuer l&#8217;utilit\u00e9 de\n     votre r\u00f4le de mentor pour le processus de changement et les partenaires\n     nationaux et vous assurer que vous ne constituez pas un goulot\n     d&#8217;\u00e9tranglement, mais que vous r\u00e9pondez plut\u00f4t \u00e0 leurs besoins et attentes\n     en termes de mentorat.<\/li><\/ul>\n\n\n\n<p>Ces\nastuces constituent un point de d\u00e9part sur lequel le SPARC s&#8217;appuiera afin de\ncontinuer \u00e0 tester cette approche de coaching et de mentorat.<strong> <em>\u00cates-vous d&#8217;accord ou pas ?
