Les conversations sur les achats strat\u00e9giques de sant\u00e9 tournent souvent autour de questions telles que &#8220;qu&#8217;est-ce qui marche ?&#8221; ; &#8220;le financement bas\u00e9 sur la performance fonctionne-t-il ?&#8221; ; &#8220;ce pilote a-t-il fonctionn\u00e9 ?&#8221;.\u00a0 Nous pensons qu&#8217;une question plus utile est &#8220;Qu&#8217;est-ce qui favorise le progr\u00e8s ?&#8221; Que peuvent faire les pays pour mettre en place des fonctions et des syst\u00e8mes d&#8217;achat de sant\u00e9 strat\u00e9giques qui obtiennent des r\u00e9sultats durables \u00e0 grande \u00e9chelle ?
